১৯৯৯ সালের নভেম্বরে ইউনেস্কোর ৩০তম সাধারণ অধিবেশনে বাংলাদেশ ও সৌদি আরবের যৌথ প্রস্তাবে ১৮৮টি দেশের ঐক্যবদ্ধ সমর্থনে একুশে ফেব্রুয়ারিকে অন্তর্জাতিক মাতৃভাষা দিবস হিসেবে প্রতিপন্ন করা হয়। পরবর্তীতে ২০০০ সাল থেকে সেটি পালনের অন্যতম উদ্দেশ্য দাঁড়ায় বিশ্বের ৭ হাজারের কাছাকাছি ভাষার সুরক্ষা সাধন ও প্রসার ঘটানো।

নিঃসন্দেহে সেই প্রয়াস গ্রহণের ফলে আধিপত্যপূর্ণ ভাষার প্রভাবে উপর্যুপরি বিলুপ্তির মুখোমুখিতে থাকা বিশ্বের ভাষার বৈচিত্র্যে প্রানস্পন্দন জাগে। কেননা ইউনেস্কোর মতে, পৃথিবীর ৪০ শতাংশ মানুষের বলা ও বোঝার ভাষায় শিক্ষা অর্জনের কোনো উপায়ান্তর নেই।

এতে চমকপ্রদভাবে জাতিসংঘ ও ইউনেস্কোয় আন্তর্জাতিক মাতৃভাষা দিবস প্রতিষ্ঠায় কানাডার ভ্যাঙ্কুভারের ‘মাদার ল্যাঙগুয়েজ লাভার্স অব দ্য ওয়ার্ল্ড’ সংক্ষেপে ‘এমএলএলডব্লিউএস’-এর পক্ষে রফিকুল ইসলাম (প্রয়াত) ও আবদুস সালাম প্রারম্ভিক ও লাগাতার আত্মনিয়োগ করেন। বস্তুত সেটা ছিল তাদের মস্তিস্কপ্রসূত উদ্ভাবণ।

কারণ, তাতে তদানীন্তন পূর্ব পাকিস্তানের বায়ান্নের ভাষা শহীদ দিবসের আত্মাহুতির ধারণাটি অঙ্গাঙ্গি জড়িত। পাশাপাশি ভাষা বিলীন হওয়ার সঙ্গে আত্মপরিচয় সুরক্ষার সংগ্রাম থেকে স্বাধীনতাযুদ্ধ এবং ১৯৭১ সালে বাংলাদেশ নামক রাষ্ট্রের অভ্যুদয় ঘটে।

কানাডা সে সময় তার কূটনৈতিক সমর্থন জুগিয়েছে; অথচ তখন তার স্বদেশেই ‘ফ্রন্ট ডি লিবারেশন ডু ক্যুইবেক (এফএলকিউ)’ পরিপুষ্ট বিচ্ছিন্নতাবাদের কালিমা কাটেনি। এমনকী তাতে প্রধানমন্ত্রী পিয়ের ট্রুডো অখ্যাত ‘অক্টোবর সংকট’ দমনে শান্তিকালীন সময়ের ‘ওয়ার মেজারস অ্যাক্ট’ ঘোষণা করতে বাধ্য হন।

তবু জাতি হিসেবে কানাডার আন্তর্জাতিক ভাবমূর্তি রূপায়িত হয়েছে প্রশংসনীয় তিনটি ঘটনায়। প্রথমত, ১৯৫৬ সালের সুইজ সংকটকালীন লেস্টার পিয়ারসনের নেতৃত্বে জাতিসংঘের জরুরি সেনা বা শান্তিরক্ষা বাহিনী গঠন। দ্বিতীয়ত, ১৯৮২ সালে প্রবর্তিত ‘কানাডিয়ান চার্টার অব রাইটস অ্যান্ড ফ্রিডমস’ অনুযায়ী পুরো কানাডায় সংখ্যালঘুদের সন্তান-সন্ততির জন্য তাদের নিজস্ব ভাষায় শিক্ষাদানের অধিকারকে সযতেœ লালনের প্রয়াস গ্রহণ। তৃতীয়ত, অগ্রাধিকারপূর্ণভাবে বহুভাষিক ও বহুজাতিকতার প্রতিভূ হিসেবে ১৯৮২-৮৬ সালের জাতিসংঘ মহাসচিব জেভিয়ার পেরেজ ডি কুয়েলার কর্তৃক জাতিসংঘের সদস্যভুক্ত ১৬৮টি দেশের উপঢৌকন কানাডিয়ান মিউজিয়াম অব হিস্ট্রিকে প্রদান।

ওই প্রেক্ষাপটে এখনও স্থানীয় ও বৈশ্বিক পর্যায়ে আন্তর্জাতিক মাতৃভাষা দিবসের আলোকে সকল ভাষার জন্য ভাষাভিত্তিক বৈচিত্র্য সাধন ও বহুভাষিক শিক্ষার ক্ষেত্রে সচেতনতা সৃষ্টি ও বাস্তবায়নে কানাডার ভ্যাাঙ্কুভারের ‘মাদার ল্যাঙগুয়েজ লাভার্স অব দ্য ওয়ার্ল্ড’ বা ‘এমএলএলডব্লিউএস’-এর প্রয়াস অব্যাহত রয়েছে।

তাদের ‘বি. সি. মডেল’ স্থানীয় কমিউনিটি ও স্কুল ব্যবস্থায় বিপুল অংশগ্রহণের মাধ্যমে ব্যাপক সাড়া জাগিয়েছে; বিশেষত স্থানীয়, জাতীয় ও বৈশ্বিক সমাজের তরুণদের মাঝে মাতৃভাষা সংরক্ষেণের প্রয়াসকে জাগ্রত করেছে।

একইভাবে ২০০৯ সালে মিনিস্ট্রি অব কানাডিয়ান হেরিটেজের অর্থায়নে সারে সিটির বেয়ার ক্রিক পার্ক গার্ডেনে ‘লিঙ্গুয়া আকুয়া’ বা ‘শব্দের অবগাহন’ নামক একটি ভাষাসৌধ প্রতিষ্ঠা পেয়েছে। এতে প্রকৃত অর্থেই ‘লিঙ্গুয়া ফ্রাঙ্কা’ বা ভাষার যোগসূত্র নানাবিধ মাতৃভাষার আদিরূপে পারস্পরিক সংযোগ সাধন করেছে।

তবে কি আশা করা যায়, এটাই বহুভাষিকতা ও বহুজাতিকতার নেতৃত্বের ক্ষেত্রে কানাডার ভূমিকাকে বিশ্বে উচ্চকিত করবে।

The resolution to celebrate the International Mother Language Day on 21st February was unanimously adopted by 188 countries through a joint proposal presented by Bangladesh and Saudi Arabia at the 30th General Conference of UNESCO in November 1999. Its purpose was to protect and promote the world’s nearly 7,000 languages from the year 2000.

Undoubtedly, that effort stimulated support to initiatives for linguistic diversity in an increasingly threatening world where most languages disappear due to the dominance of other languages. According to UNESCO, globally, 40 percent of the population does not have access to an education in a language they speak or understand.

Interestingly, that designation of International Mother Language Day was initially and tirelessly pursued to the United Nations and the UNESCO by two individuals, the late Rafiqul Islam and surviving Abdus Salam from an organization called, Mother Language Lovers of the World Society (MLLWS), in Vancouver, Canada. It was their brainchild.

The idea manifested itself on the occasion of language martyrs’ day, in 1952, in what was then East Pakistan. Debate about the disappearance of language as a key to the survival of identity eventually led the nation to seek independence as the state of Bangladesh in 1971.

Canada added its diplomatic support, even though it was carrying the scars of separatist movement at home led by the Front de Libération du Québec (FLQ). Prime Minister Pierre Trudeau had to invoke the only peacetime use of the War Measures Act during the infamous “October Crisis”.

Canada’s image as a nation has been shaped around the world thanks to three significant factors. First, Lester Pearson’s leadership in creating an UN Emergency Force, known as Peacekeeping Force during the Suez Crisis in 1956. Second, the Canadian Charter of Rights and Freedoms in 1982, which seeks to preserve and promote the rights of minorities by granting minority language educational rights to minority language parents throughout Canada. Third, and perhaps foremost, the UN Secretary-General Javier Perez de Cuellar, 1982-86, who gave his 168 heritage objects representative of member countries of the United Nations to the Canadian Museum of History for its true reflection of multilingualism and multiculturalism.

In that context, the Mother Language Lovers of the World Society (MLLWS) in Vancouver, Canada, is still active locally and globally for awareness-building as well as the implementation of International Mother Language Day objectives in promoting all languages, linguistic diversity and multilingual education.
