TORONTO – The Canadian Confederation, as a form of government, has a unique feature in its Constitution, or “corporate by-laws”. Under section 93, it ascribes to the provinces the sole jurisdiction for education. Within that section, it provides further exclusive “denominational rights” to certain citizens as a protection against the tyranny of the majority in a democratic society. (more…)
VENICE – A paradoxical story, one of the many that in these “pandemic” months we have become accustomed to reading and telling. You may have noticed that schools are closed. Children (that is the legal definition for people under the age of 18) are “studying remotely”, if at all. Distance learning is all the rage. Growing up in the heart of Manila where I was born, everything looked bright to me. I felt safe playing in the streets with my two younger siblings. My parents never had any cause to worry for our safety. The country which suffered at the hands of the Japanese Imperial Army during the war was experiencing a rebirth and everyone was excited to be part of this rebirth. (more…)
